If you like the clean look of Linux desktops, this one brings that feel to Windows. Vince's Layan follows the rounded, flat style of GTK themes like Capitaine, with a bright white pointer outlined in dark blue so it stays visible on any background. The animations are SVG based, so edges stay crisp at any size, and the spinner replaces the usual busy circle with something calmer. Made by CenterPoint Gaming, it runs as a live desktop cursor via Mouse X on Steam.
